Dhebar, however, maintains that the MoU was only for conducting a feasibility study for the light metro project and not for its immediate implementation. He insists that the Russian technical team will first conduct a survey in Raipur before any further steps are taken. The project is also mentioned in the 2024-25 budget of the Municipal Corporation with a proposed investment of 500 crore rupees through a public-private partnership (PPP) model.
