I Booked 2 Tickets To Mathura From HWH Which Costed Me INR 3333/- ( Including Internet Handling Charges & Payment Gateway Charges) . Now Railway Has Cancelled The Train A Day Prior To Our Departure Without Any Valid Reason And Then They Initiated The Refund Of INR 3200/- ( INR 133/- Short) . Consequently, I Raised A Complain , To Which Our "Professional Railway" Obliged Me With A Reply Of In Case Of A Cancellation , Only Base Fare Will Be Refunded. go air ka flight cancel hua hota and you end up loosing 500-600rs per ticket toh tumko toh heart attack hi ah jata
U are welcome to visit the physical reservation centers and stand in the queue and pay through cash. Digital transactions are not just something India has and are applicable in other countries also. Even IR charges fee for WL ticket after the chart prepared and ticket doesn't get confirmed.

For your information, IR does arrange alternative bookings / travel options wherever it is feasible. But yes, the passenger is charged an "unrefundable" convenience charge which is payable to transaction enabler.

If you had done the same thing from a PRS counter, you would have got full refund of cash(if paid using cash). IRCTC is a private entity, so is Paytm. The way they deal things will be different from IR.
