Highlights of Budgetary Allocations 2019-20 for South Central Railway
The General Budget 2019-20, which includes the Railways, was presented on the floor of the Parliament today i.e., 1st February, 2019 by Shri Piyush Goyal, Hon’ble Minister of Railways, Coal & Finance.

Central Railway – Highlights
South Central Railway has got a substantial budgetary allocation for the year 2019-20.
The budget outlay for different heads of expenditure is –
 Towards infrastructure, SCR has been sanctioned a staggering amount of Rs 5,924 Crore for the year 2019-20 which is more than last year’s outlay of Rs. 5,752 Crore.
Allocations, head-wise-
 For new lines, the budgetary grant is Rs 834 Crore.
 For doubling works, the budgetary grant is Rs 1,905 Crore.
 For traffic facilities, the budgetary grant is Rs 138 Crore.
 For passenger amenities, the budgetary grant is Rs 229 Crore.
The special emphasis towards Safety continues on the Zone.
 In order to strengthen the safety and for smooth flow of vehicular traffic in the last 41/2 years-
 a total of 541 ROBs/ RUBs were constructed (Cost sharing -24, Deposit terms – 7, Railway cost – 335 and Accommodation terms- 175); and
 it is targeted to complete 102 ROB/RUBs in the current fiscal (Cost sharing -8, Deposit terms – 2, Railway cost – 25 and Accommodation terms- 62).
 The Zone has eliminated all the unmanned level crossings on its network by October, 2018.
The budget allocations for safety related works are –
 For Road over/under Bridges (Road Safety Works), the budgetary grant is Rs 397 Crore.
 For Bridges, the budgetary grant is Rs 52 Crore in this year.
 To enhance safety at Level Crossings, an amount of Rs 72.5 Crore has been allotted.
 For Track Renewals, the budgetary grant is Rs 657 Crore.
 Rs. 23.4 Crore is allotted for Traction Distribution work.
 Rs. 16.4 Crore has been allotted for Training and HRD.
The Budgetary Allocations for important ongoing projects on SCR:
The allocation for the last mile projects:
 Rs. 10 Crore allotted for Akanapet – Medak new line project (Telangana). The project was sanctioned in the year 2012-13 for a distance of 17 Kms at an estimated cost of Rs. 118 crore. 50% of the project cost would be shared by the Govt of Telangana with land free of cost. The expenditure incurred on this project during the last 4 years is Rs. 89 Crore.
 Rs. 30 Crore allotted for Obulavaripalle – Krishnapatnam new line project (Andhra Pradesh). The project was sanctioned in the year 2005-06 for a distance of 113 Kms with an estimated cost of Rs. 733 Crore. The section between Krishnapatnam – Venkatachalam for a distance of 20 Kms commissioned and it is targeted to complete Venkatachalam - Obulavaripalem section for a distance of 93 Kms in the current financial year. With that the entire section will be completed.
 Rs. 34.50 Crore allotted for Mudkhed – Parbhani doubling project (Maharashtra). The doubling project was sanctioned in the year 2011-12 for a distance of 81 kms at a sanctioned cost of Rs. 391 Crore. The expenditure incurred on this project during the last 41/2 years is Rs. 395 Crore. The section between Parbhani – Mirkhel for a distance of 17 Kms commissioned in 2017-18; and Mudkhed – Mugat & Maltekdi-Nanded-Limbgaon for a distance of 26 Kms commissioned in 2018-19. The balance portion of 39 Kms between Mirkhel-Limbgaon & Maltekdi-Mugat are in fast progress.
 Rs. 5 Crore allotted for Guntur – Tenali doubling with electrification project (Andhra Pradesh). The doubling project was sanctioned in the year 2011-12 for a distance of 24 kms with an estimated cost of Rs. 197 Crore. The expenditure incurred on this project during the last 41/2 years is Rs. 164 Crore.
 Rs. 10 Lakh allotted for MMTS Phase II project, which was sanctioned in the year 2012-13 with the estimated cost Rs. 817 Crore. The expenditure incurred on this project during the last 4 years is Rs. 540 Crore. All the works on sections between Telapur – Ramachandrapuram for 5.75 Kms and Moula Ali – Ghatkesar for 12.2 Kms are completed. Hon’ble President of India has given consent for execution of work in Defence land in Moula-Ali-Sanatnagar section. The works in the remaining stretch are in progress. The project is targeted for completion at the earliest. The Railway portion of Money has already been spent and funds are expected from State Government.
Budgetary allocations for the major ongoing projects:
 Rs. 200 Crore allotted for Manoharabad–Kothapalli new line project (Telangana). The project was sanctioned in the year 2006-07 for a distance of 150 Kms with an estimated cost of Rs. 1160 Crore. The expenditure incurred for this project in the last 4 years is Rs. 137 Crore. The first phase of the project from Manoharabad – Gajwel for a distance of 32 kms is nearing completion.
 Rs. 275 Crore allotted for Munirabad–Mahabubnagar new line project (Telangana). The project was sanctioned in the year 1997-98 for a distance of 246 kms with an estimated cost of Rs. 645 Crore. Out of 246 Kms, 66 kms fall under the jurisdiction of Telangana State and the remaining portion belongs to Karnataka State. The works are in progress and 29 Km of new line in Devarakadra – Jaklair section has already been completed and commissioned for train operations. 154 acres of land is yet to be handed over to Railways. The expenditure incurred on this project during the last 4 years is Rs. 508 Crore.
 Rs. 405 Crore allotted for Bhadrachallam – Sattupalli new line project (Telangana). The project was sanctioned in the year 2010-11 for a distance of 56 Kms with an estimated cost of Rs 704 Crore. The project has been taken up jointly by Railways and Singareni Colleries. It is targeted to complete the project within 2 years once the land acquisition is completed which is under progress. The expenditure incurred on this project during the last 4 years is Rs. 119 Crore. Land acquisition proposals for entire stretch submitted to State Govt. Joint survey completed. Rs.68.56 Crore has been deposited with District Collector, Bhadradri Kothagudem and Rs 20 Crore to Dist. Collector, Khammam. Tenders for Earth work, Minor bridges, Major bridges ROB’s and RUB’s are awarded. Earth work, minor bridges, major bridges, ROB & RUB’s are in progress. M/s SCCL has deposited a total amount of Rs. 156.38 Crore to Railways towards the cost of work.
 Rs. 265 Crore allotted for Kazipet – Balharshah 3rd line project (Telangana and Maharashtra). The 3rd Line project sanctioned in the year 2015-16 for a distance of 202 kms with an estimated cost of Rs. 2,063 Crore. The expenditure incurred on this project during the last 4 years is Rs. 360 Crore. The sections between Raghavapuram-Potkapalli, Bisugir Sharif-Uppal and Wirur-Manikgarh for a length of 66 kms are nearing completion.
 Rs. 700 Crore allotted for Nadikudi–Srikalahasti new line project (Andhra Pradesh). The project was sanctioned in the year 2011-12 for a distance of 309 Kms with an estimated cost of Rs.2,450 Crore. 50% of the project cost would be shared by the Govt. of AP with land free of cost. The expenditure incurred on this project during the last 4 years is Rs. 414 Crore. Under Phase 1, the works from Piduguralla to Savalyapuram for a distance of 46 kms are nearing completion.
 Rs. 210 Crore allotted for Kadapa – Bengaluru new line project (Andhra Pradesh and Karnataka). The project was sanctioned in the year 2008-09 for a distance of 255 kms with an estimated cost of Rs. 2,030 Crore. Length in SCR under Andhra Pradesh Jurisdiction is 205 kms and the balance in SWR under Karnataka is 50.40 kms. 50% of the project cost is contributed by the Govt. of AP for the SCR portion. The project is taken up in 4 phases in SCR jurisdiction and 1 phase in SWR jurisdiction. The first stretch from Kadapa–Pendlimarri for a distance of 21 Km is already commissioned. The expenditure incurred on this project during the last 4 years is Rs. 165 Crore.
 Rs. 15 Crore allotted for Guntakal – Kalluru doubling project (Andhra Pradesh). The doubling project was sanctioned in the year 2015-16 for a distance of 40.60 kms with an estimated cost of Rs. 323 Crore. The section between Khaderpet to Gulapalayamu for a distance of 23 kms is dedicated to the nation by Hon’ble MoSR this January. The balance section between Guntakal to Gulapalyamu and Kalluru to Khaderpet is targeted for completion by the end of this current financial year. The expenditure incurred on this project during the last 4 years is Rs. 210 Crore.
 Rs. 280 Crore allotted for Guntur – Guntakal doubling project (Andhra Pradesh). The doubling project was sanctioned in the year 2016-17 for a distance of 443 kms with an estimated cost of Rs. 3,631 Crore. The expenditure incurred on this project during the past 2 years is Rs. 215 Crore. The sections between Nallapadu – Satalur and Pendekallu – Dhone for a length of 55 kms are in fast progress.
 Rs. 175 Crore allotted for Vijayawada–Bhimavaram–Nidadavolu doubling and electrification (Andhra Pradesh). The doubling project was sanctioned in the year 2011-12 for a distance of 221 kms with an estimated cost of Rs. 1,504 Crore. The expenditure incurred on this project during the last 4 years is Rs. 795 Crore. Section between Mandavalli-Kaikaluru and Pallevada-Akiveedu for a distance of 25 Kms is nearing completion.
 Rs. 200 Crore allotted for Kotipalli–Narsapur new line project (Andhra Pradesh). The project was sanctioned in the year 2000-01 for a distance of 57 Kms with an estimated cost of Rs. 2,120 Crore. 25% of the project cost would be shared by the Govt of AP. The expenditure incurred on this project during the last 4 years is Rs. 323 Crore. The works which involve construction of important bridges, are progressing at a brisk pace.
 Rs. 200 Crore allotted for Secunderabad – Mahbubnagar doubling project. (Telangana) The doubling project was sanctioned in the year 2015-16 for a distance of 85 kms with an estimated cost of Rs. 728 Crore. The expenditure incurred on this project during the last 3 years is Rs. 135 Crore. Earth work has been completed for a length of 25 Kms. Works are in progress pertaining to 9 major and 92 minor bridges.
 Rs. 126 Crore allotted for Gooty – Dharmavaram doubling project. (Andhra Pradesh). The doubling project was sanctioned in the year 2015-16 for a distance of 90 kms with an estimated cost of Rs. 636 Crore. The expenditure incurred on this project during the last 3 years is Rs. 185 Crore. The works in the sections between Gooty –Pamidi and Dharmavaram – Chingicherla for a distance of 33 Kms are in progress.
 Rs. 110 Crore allotted for Kazipet – Vijayawada 3rd line project (Andhra Pradesh and Telangana). The 3rd Line project was sanctioned in the year 2013-14 for a distance of 219 kms with an estimated cost of Rs. 1,857 Crore. The section between Vijayawada to Kondapalli for a distance of 17.5 Kms is nearing completion.
 Rs. 350 Crore allotted for Vijayawada – Gudur 3rd line project (Andhra Pradesh). The 3rd Line project was sanctioned in the year 2015-16 for a distance of 287 kms with an estimated cost of Rs. 3246 Crore. The expenditure incurred on this project during the last 3 years is Rs. 284 Crore.
 Rs. 20 Crore has been allotted for Ghatkesar – Yadadri extension MMTS phase-II. (Telangana) Sanctioned in the year 2016-17 for a distance of 33 Kms with a revised estimate of Rs. 412 Crore, as a joint venture of Railways and State government of Telangana.
 Rs. 143 Crore allotted for construction of Bye Pass lines at Vijayawada (19.5 Kms), Kazipet (10.65 Kms), Renigunta(9.6 Kms), Wadi(7.6 Kms) and Gooty (3.8 Kms). (Andhra Pradesh, Telangana and Maharashtra)
 Rs. 5 Crore allotted for development of Satellite terminal at Cherlapalli Station. (Telangana)
 Budget Outlay for the year 2019-20 for Periodic Over-Hauling Workshop at Kazipet – Rs. 10 Crore.
 Budget outlay for the year 2019-20 for Midlife Rehabilitation factory at Kurnool – Rs. 80 Crore.
 Budget outlay for the year 2019-20 for Development of Second Entry at Tirupati Railway Station - Rs. 12.45 Crore.
 Budget outlay for the year 2019-20 for Setting up of Institute of Railway Finance Management, Moula Ali - Rs. 1.5 Crore.
 Rs. 6 Crore allotted for development of Tiruchanur Railway Station. (Andhra Pradesh)
