No I dont think so,.........
because PUNE Shatabdi and ADI Shatabdi Express were started together in the 90's, but the PUNE train, miserably flopped and then it was replaced by 12127/12128 Intercity Express.....
The problem with the IR, is that they cannot start new Intercity trains on this route because of the Mah. Govt. owned MSRTC and Cool Cab lobbies.........

Till IR reduces the travel time between Pune and Mumbai to 02 hrs 40-45 mins,Shatabdi will not be successful.
the route is MSRTCs main CASH COW.......plus the buses (Shivaneri B7R Volvos) are far more comfortable than AC and are at times faster than the trains....People prefer cheap travel on this route rather than comfortable...Hence even now Shatabdi is not actually feasible on this route
You are right, the Volvo buses are more comfortable they also take you directly to Hinjewadi and other I.T. areas, so many of these guys actually prefer Shivneri ............
