Patna-Howrah Jan Shatabdi cancellation has to be one of the most unpopular opinions ever on IRI. That train is one of the most important on the route and is NEVER EVER going to be cancelled. A triweekly from Kolkata to Varanasi via Patna would be better if one of either Patna Garib Rath or Patna Duronto is extended to Varanasi.
Duronto ko via Jamalpur Bhagalpur chalane se nuksan hoga end to end travellers ka. Erstwhile Kolkata Patna Express (now cancelled) se zyada time le legi fir Duronto. Durunto aur Garib Rath jaisi hai waisi sahi hai, alternate days par overnight connectivity deti hain ye dono trains Kolkata-Patna ke beech. Kolkata-Patna GR ko hi Varanasi bhejna chahiye imo, rake utilisation bhi better hoga.

Honestly IR system needs an overhaul. Express trains should only stop at tier 1 and tier 2 cities with some MEMU trains inbetween these stations. Meanwhile here IR is converting Passengers into express trains with no change in avg speed whatsoever.

Haan kuch states me sub capitals ka system hai with subdivision of powers or having distributed powers like having summer winter legislative sessions in different cities. Don't know if this warrants being called a sub capital of a state
1. Maharashtra - Mumbai and Nagpur. Nagpur holds legislative winter sessions as well as has a special section of Bombai High court - Nagpur bench and reserve bank
2. Andhra Pradesh - Amaravati, Vishakhapatnam and Kurnool are being developed with division of legislative, judiciary and executive powers
