For Air Travel Passengers RT-PCR is must if not there its mandatory to get it done at Mumbai Airport after arrival.

For Train & Bus travelers coming RT-PCR can be carried if not having will be screened on arrival and if having symptoms will have to under go Rapid antigen test if ok you can move ahead if not you may be moved to quarantine center.

Yes doesn't look easy thing for one travel 3 kms from Airport to Station and then take train...Instead will take cab and move on if luggage is there which usually will be a case cab would preferred option.
In this regards T3 and Delhi & Airport Metro Express and interconnected its kind of convenient... You can get down at metro station and walk for 10 mins along subway/path and end up at T3. You can also do luggage check in etc if you happen to be 2 hrs before at metro station this is what i observed few yrs back when I happened to visit there.

Having said that if they can provide under ground passage or linking for public to transfer it shall be easy rather depending up on cab/auto coming out of airport and going to Rly station.

Actually it was like that as per RB circular , Railways will issues tickets as per list by states and states will hand over them to migrants being transported and collecting fare from them and deposited to Railways... Now with criticism which has come out they have changed that Central Govt will give 85% & 15% will be born by State.
