Covishield (AstraZeneca-Oxford) vaccine has an efficacy rate of around 70% which isn't impressive at all. Indian government should opt for Moderna or pfizer vaccine having 95% efficacy. Even the much ridiculed Sputnik has an efficacy rate of 90% then why government is going with Covishield is beyond my understanding. If you can invest 1000 crores on new Parliament building then why compromise with the vaccine just bcoz of price issues.

Moderna is not manufactured in India
We have to import it from US
Also Moderna /Pfizer require -70•C cold storage which is not available in India
Also Sputnik is currently under Trials in India

We don't have required infrastructure to handle these mRNA based vaccines. Their storage is done at -70°C, and our cold storage chain isn't optimized for such temperatures. Moreover Sputnik V vaccine is under Phase 3 trials, and it'll be approved soon.
Main reason for opting Oxford vaccine is it's cheap cost and easy transportation at 2-8°C. Even Sputnik V needs to be stored at -20°C, although it is cheap.
