Finally! State government has initiated a decision with a big IF which is not against the central government -- something which it was doing quite seriously till now.
IMHO, this is a wise decision, with a date and caution. For the first time, the state has shown willingness to ease horrors of daily traveling. Case now rests on the travelers themselves to be very careful and avoid another rebound in number of new cases.
