I think Tatkal Surcharges can mostly be compensated by Unreserved tickets, if it is speeded up to be SF, 30 Rs. per ticket and don't know how many would be sold but I think they might be just enough or about 70-80% to cover loss in Tatkal Surcharge and it will be also helpful to general public.
We have to wait and see but I don't think ECoR will be keen on this because it has only 17.2 kms of its route in ECoR.
