I think indirectly railways is giving a message.
If you need better quality food , pay more !! Hence the tie ups with Mcdonalds etc and other big food chains to help passengers get better quality food

Passengers are so desperate for freshly cooked good quality food during journey, that they are readily willing to pay more if the quality is guaranteed. Tie up with Mac Donalds etc is a good step, but they too have to be kept on tenter hooks, else complacency creeps in.
